apidstln.sql configuration tuning

We have a script that is taking 27 hours longer to run in an 80 processor environment than it did on a 46 processor environment.  The script is apidstln.sql.  The script is read and write intensive and my guess the most read and write intensive in our environment than the other thosands of scripts that are part of the upgrade process.  We believe we need to make adjustments that are environmental to the Oracle DB server to speed up this one process but we don't have time remaining to go thru full upgrade cycles currently taking 12+ days on 80
