Pre req patches for 13418800 - R12.HR_PF.B.delta.5

Hi,
Customer applied the following patches yesterday to a TEST instance:  13418800, 13929707, 1436272.

Today, I receive an email from Oracle...
Subject: "Important Information Regarding Patch 13418800 - R12.HR_PF.B.delta.5", and it refers to 1456556.1 and ****************** THIRTEEN ********************* Pre-req patches.

Are these really required?  If so, why is this not indicated in the README, and why does the patch itself not state that pre-reqs are missing????

Note 1456556.1 was in the read me of the patch.  Looks the dba missed it.
