Siebel install wizard is crashing while configuring Enterprise server

We are seeing this weird behaviour,  Siebel install wizard is crashing while configuring Enterprise server with C028:Unable to connect to gateway server.

 Able to connect to database server through sqlplus from Siebel serever. Met all pre-requisite.

Version: Siebel 8.1, 11g R2 64 bit, Solaris 5.10, JRE 1.6, Oracle client 32 bit

   Most of the times this issue is reported while configuring the Siebel server after db configuration is done as per Oracle Support web references. But in our case it is ocurring at the very begining...just after the installing the gateway server while configuring Enterprise server.

 Any ideas plz.
