When review plan of SQL in 9i

Hi all,

   When view plan of SQL in 9i, I can see value of Bytes, Cardinality and Cost. My goal is reduce value of Cost but if Cost low and Bytes, Cardinality high --> So tuning is good ? Or I must reduce three values ?
