Performance Issue

we have  2 oracle databases on one server with one oracle home.
One database is installed with character set we....
the other database is installed with character set utf-8

the server is windows 2003 64bit

the server have a lot of memory

on the utf-database we have the problem, that the session will hang, when we start a second session the first will run ...

when we start the same on the non-utf-database, all will work fine...

 sr is opened
