Rounding Level and Rounding Rule

Hi Guys,

Is there any way to default the Rounding Level and Rounding Rule at the "Customer Account Site Business Purpose Tax Details".

The Customer Interface does not have the fields which can be used to insert values for Rounding Level and Rounding Rule , attached is the screen shot.
