Operating company and multiple Legal Employers under the OC in UAE Legislation

Hi Guys,I am doing support  work for an UAE legislation.

Client wants to add more than one LEGAL EMPLOYER  organization classification under one operating company in Organization window.

for e.g

X is an operating company
under this


legal employer 1 is already there
legal employer 2 (need to be added)
legal employer 3 (need to be added)

- Legal Employer 1
|
-Legal Employer 2
|
-Legal Employer 3

since this is not possible . Is there a work around or i need to  create a Custom table and Entry screen for  the same to achieve ?  client using R12.0.6
