How End Users can Reset Password & Unlock their Account remotely

There are many users requesting to reset their password and unlock their account everyday, which has been manual work to go to SQLPLUS session and reset their password/unlock account.

Is there any way users can remotely do this using either specific client(toad,sql developer) or web browser(apex) program. I believe this can be done using pl/sql package or apex html .

But Not sure how this can be achieved. It would be helpful if somebody can share any suggestions/idea.
