ORA-12560: TNS protocol adapter error stop Creata Database

I just installed 11g on our Windows 2003 Server and tried to create a new database (No other database on this server) using Database Configuration Assistant.  I got to the last step and boom, the error message below came up and stopped the Create process.
ORA-12560: TNS protocol adapter error.
I was told to Alter System set processes=500 scope=spfile; but since there is no database created yet, I can't log in any db.
I will upload the Listener log and trace.
