Incomplete Adjustment in R12

HiIn 11i we can close the period with Incomplete Adjustment, however in after R12 we are forced to either Reject/Approve the Adjustment or change the GL Date.

We have not found any note clearly stating that in 12.1.3 its intended functionality; 

need help.
