Currency Rates Manager: How to Restrict Rate Types

We currently use the Currency Rates Manager in R12 (12.0.6) to upload various daily rate types to Oracle using the seeded WebADI templates.

But now we have a need to place some restrictions on the Currency Rates Manager functionality.  We would like the existing user responsibility (for example, "GL Rates Manager - Old") to be able to upload daily rates only for 3 rate types (i.e. "Spot", "Period Average", "Period End").  And we would like a new user responsibility (i.e. "GL Rates Manager - New") to be able to upload daily rates only for 3 new daily rate types (i.e. "New Spot", "New Period Avg", "New Period End").
