PAY: Creating Balance for Compensatory Time Used and Earned

We are needing to create Compensatory Used and Earned Elements with balances.  They also have to pay at 1 1/2 times as OT would.  So if I work one hour over I take 1.5 hours off.  Any suggestions would be much appreciated.
