Enabled Contract coverage and Track in install base disabled,how to enable it?

Hi
I am trying to create an item which is having contract enabled and install base enabled. however these flags are disabled in the item definition form. Which profile option or setting enables them,please let me know.

I am using the r12 instance 12.1.3.
