about transact move order

 Hi All,

I have 2 bu, one has the auto allocate option checked, and doing shipping tranasction form, after launch pick release it will staged,

but the other BU hasn't checked the option and need to go through transact move order steps, I will want to skip the process, and checked the options, the steps is still required when launch pick release, is there any option I should have checked?
