How Vertex updates the tax rates?

Hello All,
We are using Vertex to manage our tax. Now the question is how vertex updates the tax rates? Does it also update/copy  tax accounts from old rates to new rates?

If it does not update/copy tax accounts from old rates automatically, then it will be a tough job to update tax account to all updated/new rates. What is the solution for this?
