PO price shows comma instead of decimal to separate fractions for one user

We are on 12.1.3 and saw this strange behaviour - one of the user entered the price on a PO as 1.45(1 dollar and 45 cents .Curreny is USD) .When the user checked a day later teh price appeared as 1,45 instead of 1.45 and the amount also showed a comma instead of a dot.

At the same time we logged in and queried the same PO but we  saw the price as 1.45 and not 1,45.The user then logged off completely from Oracle and after a few hours logged back in and the now noticed the price showing as 1.45(the amount was correct too).This is in production and we know no changes had been done to any profiles or user preferences.
