Alerts for SCHEDULER JOBS

Hello Experts,

   Need an advise  with regards to setting up alerts on Scheduler Jobs in 11G database. My client has come up with a requirement that they want alerts when the Job failed or when the Job exceeded its usual elapsed time.

   Through GC, we can set the alerts for the success/failure of the jobs, Wondering if some one can help me how to set the alert for the job exceeding its usual elapsed times.
