Profile Option OKC: Allow Manual Pricing Adjustments does this affect pricing OM or Sales Online or

In Service Contracts when manually entering 3 or more pricing modifiers they are not staying in the order they are entered in, with New Price modifier first, unless I set profile Option OKC: Allow Manual Pricing Adjustments to the user id. Why doesn't this profile option work at the application level?

How is this profile option supposed to work in Service Contracts, in Order Management, in Sales Online?

We are on Oracle EBS 11.5.10.2
