Patch wizard download output file size 0 bytes

 Hi,

Patch wizard is downloading 0 byte files.
system administrator --> Oracle application manager --> patching utilities --> patch wizard --> download patch scheduling.

Custoemr is trying to setup patch wizard to download around 100 patches for 12 languages; the configuration is successful but the download output file size shows 0 bytes and right after file patch file entry is made with 0 byte, the patch download completes with warning.

Per note 1267768.1 they have applied these patches, Patch:10629956  and Patch:10410686 
and have InfoBundleR12.zip installed.

This never worked for them.

Is this not supposed to be addressed by another team in ATG than VPC?
