How to create a new reason code when you apply manual discount from order lines view adjustment .

Can someone help me to understand how do i create my own reason codes message   ,when i apply a manual discount (modifier) from Om order line :- View adjustments .  So when i apply modofier discounts (Manual)  i'm going to select my own created reasons and feild Reason code should be select from LOV , and never be null or blank.
