Request Output Access - All users - Same Responsibility

Hi All,

We are on R12.1.3 and would like to know how to do this. I have gone through some metalink notes and tried those but still I find a gap.

Requirement: I would like to see the output of Request submitted by another user in the same responsibility. Access Control needs to be at responsibility only not at application. In short, whoever can access the responsibility, can see the requests raised by other users in the same responsibility.

I want this to be done without assigning a role to user as I wish to have this feature for all users. It will be a tough task to assign these roles to hundreds of users across organization.
