Pre Req of patch 8406953

Hi,  I have to apply the patch 8406953 as a Pre Req of the patch: 8555411.

It says:

4665900 - This is the OM Prerequisite Patch (OMPRP) for 11.5.10 customers.
This includes multiple critical and recommended OM code fixes as of Oct, 2005.
This patch is highly recommended for all 11i10 Order Management customers.
-----------------------

If I dont use OM in this customer, I need to install this patch anyway?

It's a good practise not apply the Pre Req Patches of the Modules that the costumer dosen't use?
