Inquiry about functionality of tracting subcontractors of prime contractor

I am not familiar with the capability of JD Edwards 9.0 being able to tract subcontractors used by a prime contractor.  We currently can record all needed information for our prime contractors, but would like to utlize JDE to also track the subcontractors of these prime contractors and the amounts they pay to them.  We would also need to get verification from the subs after the contractor has been paid that the subcontractors were paid what the contractor said they were going to pay them ( when the contract is signed the contractor indicates which subcontractors they will use and how much
