DD Error Message not Displaying for all users

We have created a Custom DD Error Message which should appear on the top of the form when there is a Duplicate Customer/invoice number. This error message is appearing for 1 user. No other user can replicate this issue using the Same Customer/Invoice number. We have tried this in ALL Environments. One MORE odd thing. The user that is getting the Error Message to display can only have this happen in the PY environment.

When the error does not display, the form drops down as if making a place for the error to appear, it just doesn’t show up.
