application autoconfig failing

After running adsplice I needed to run autoconfig on the other apps tiers.  It is failing with the following error:      adadmat.pl              INSTE8_APPLY       256
      txkGenExtSecConf.pl     INSTE8_APPLY       1

I found a hit on on note id# 372714  I ran the scripts and am still getting the same errors.

I ran the first script as apps and the second two as jtf.

Any help would be appreciated.
