Sysetm folder not getting created while freash client install

HI,
I am facing a strange problem while installing a fresh client machine the installer is not creating "system" directory under E900 directory.

has anyone faced the issue.

Note: recently I have moved multifoundation system folders as primary folders in Deployment server.
