CMT - cancellation of the product is not triggering the refund before the 1st bill in new BRM

Hi BRM Expert,
We are using CMT for the migration in our project, and discover this issue during execution of this test scenario - termination of service before the 1st bill generated in the new BRM system.
In summary, the cancellation of the products is not triggering the refund before the 1st bill in the new BRM system.

The test scenario is as follow:
1. Load data into SERVICE_T, PRODUCT_T, and PURCHASED_PRODUCT_T
2. Raise a product cancellation order prior to running first bill
3. No refund is triggered upon cancellation from step 2

Our understanding is that CMT is not creating any event/item.
