SLA/FAH performance

We have installed EBS 12.1.1 and upgraded to 12.1.3 on oracle RDBMS 11.2.0.3. We are facing performance issues with our SLA/FAH and I have found metalink doc 791049.1 doc related to this issue. But the problem that I don't know which patches to apply on our EBS 12.1.3 among the ones listed in section 1 for Release 12.1. In fact, according to these patches readme files:
1- Patch 10229047 is dated 1 year ago but can be applied on a R12.1.X code Line and the version fixes that it includes for xlajehdr.pkb is above the current verison . So do I apply it?
2- Patch 9701260 also includes a version fix for xlaevevt.pkb above the current version but it is mentioned that it can be applied on 12.1.1. So, do I apply it?
