got SP2-1503 and SP2-0152 for non-oracle user connect to sqlplus

This is for 11gR2 environment.

User (non-oracle) try to connect to SQLPLUS from server ( not from client side) and got those error:

SP2-1503: Unable to initialize Oracle call interface
SP2-0152: ORACLE may not be functioning properly

But as sysdba user, I am able to connect to SQLPLUS.

Is this related to permission issue? If yes, what we should set?
