LCM - Duty calculation for Estimated Landed Cost

We are implementing Oracle LCM R12.1.3 and I have encountered an issue related to a cost factor. Details of the issue are as below.

We are implementing LCM as a Service (post-receiving). There are a total of 4 cost factors that need to be setup for the landed cost calculation. Out of these 4 cost factors, 3 are pretty straight forward setups in the Adv Pricing modifier,

  1. Cost Factor to apply at order level

  2. Lumpsum charge to be prorated based on volume across the shipment line.

The problem is with the lone cost factor (Duty) which needs to be a % of the sum of PO line amount and one of the cost factors. E.g. Duty cost factor should be calculated as 15% of (PO Line amount + Prorated value of Container cost for the specific line).
