Unable to Attach the documents from Journal inquiry form in R12

Hi

We have upgraded from R11i 5.9 to R12 1.3, Business able to attach documents from journal inquiry form in R11i 5.9. After upgraded they are not able to attach the documents from journal inquiry form in R12 1.3.

Is this is expected behavior in R12 or is it bug? If is it possible let us know how setup that functionality?
