patch 6815663: Relink of module "ENCACN" failed.

apply EBS patch 6815663 but it failed.  The error seems to related to OS library but our Linux system admin confirm everything is GOOD and follow the Doc : 316806.1 .  here is the error message and will attach the adrelink.log next
