Material Workbench (On-hand Quantity) form error ORA-04063

We applied the recommended patch in various modules. The Material Workbench (On-hand Quantity) form did not open, and the error is ORA-04063 Package body "APPS.INV_PROJECT" has errors, APP-FND-01388, FRM-40735 WHEN-NEW-FORM-INSTANCE trigger raised unhandled exceptions.
