Change Costing enabled checkbox cannot be saved

In 12.0.6

1. An item created and have PO receipt/Misc issue transactions , onhand=0, no pending , no interface and no uncosted transaction.

2. Attribute controlled at org level

3. Go to organization item , check Costing Enabled checkbox and save , no error message , but this change cannot be saved. When close this form, the message 'do you want to save the changes you have made' appear.

If click the Yes, the form will be hang.

4. If create a new item and no transactions, change this costing enabled filed, work fine.

Which reason can cause this issue?
