How to install application Patch 6162331. README missing instructions.

Problem Description
---------------------------------------------------
Reference to Oracle note: “XML Output Not Published When Concurrent Program is Part of a Request Set [ID 756452.1]” we need to apply patch 6162331 1OFF:5475482:XML Publisher Reports Fail To Run Within Request Sets.

Please provide instructions on how to apply this Patch 6162331 to our environment without using Enterprise Manager.
