Database doesn't accept new connection.

It might sound a simple problem, but so far we cannot get to the bottom of this problem.
From time to time one of our databases running on Linux is refusing any connection.
it is not due to maximum number of processes on the server / database.
there is no any error.
connections already established are working fine with no problem.
new connections as just waiting - probably about 3 minutes but sometimes less - and than get connected to the database. 

If you had this problem in the past and managed to sort it, please let me know.
