Overtime Labor Rules for Semi-Monthly Pay Frequency using live Timecards and Timecard History

Has anyone used E1 Timecard Automation to create Overtime Labor Rules that read across the F06116 & F0618 tables for the legal calculation of weekly OT for semi-monthly employees?  We can get the OT Rule to generate OT based on the F06116 table, but the system is ignoring the F0618 timecards - probably due to the fact that the F0618 cannot be changed.  We need to read both tables and generate the OT into the F06116 for the week.  Thanks so much for any help you can share!
