PC_KK_TO_PC Process

In Commitment Control, we posted a budget journal then run the PC_KK_TO_PC to load the budget data to PC.  What I am expecting in PROJ_RESOURCEE table after the process is complete, the budget lines will be inserted with  analysis type of BUD.  All the rows were inserted with correct amount except the analysis type is BD1.  What am I doing wrong?
