PO stuck in activity "Wait for Concurrent Program"

 Hi

I query the po and check the action history it shows correct person,but the user didnt get the notification.When i check the workflow activity,it is stuck in Wait for Concurrent Program.The issue is only occurred only those PO which are manually forward(through forward management window) because the next person was inactive.Newly created PO is OK
