India Localization - Default tax are not getting applied.

We have a sales order with 18 lines in it. Sales order is in booked status. Line number 01 and Line number 14 are in Cancelled status.
When we apply default tax category for all the lines, tax is getting calculated for 13 lines only. The SO line number 15 - 18 does not calculating taxes.

Please suggest.
