Reference application for COM webservices

Hello -
I was looking at following post on oracle support

Steps For Setting Up Reference Application in Siebel 8 [ID 560366.1]

can I test COM reference application with Siebel SIA 8.1.7 (instead of Siebel 8) and weblogic server (instead of tomcat)? 

has anyone used/tested this application? Is it complicated to set it up? I'm trying to do it on my laptop. I've already installed Siebel SIA 8.1.7 and weblogic server on my machine
