R12 upgrade RUP patching for HRMS

 Hi,

Customer has upgraded from R11i to R12.1.3

1. Have already applied 11i HRMS Q! Statatory patch(13778886) in 11i.
2, Then migrated to R12.1.3
3. They find functionality isn't working. 

"For example we applied 11i HRMS Q! Statatory patch(13778886) in 11i,  and the patch is in our R12 instance, but the functionality isn't working.  I see you have a different patch for R12 (13798097).  Do we have to apply R12 patches for all RUP patches aplpied in 11i?  What about one off patches?"

Support did not find any one off patches that could be suggested for this.  Found following which is of not much help.
