Validations on SAVE button

Hi All,

We have oracle EBS 11i (11.5.10.2)  and required to restrict the creation of Purchase Order without Purchase Requisition.

For that we need to put validations on SAVE button lying on the toolbar.

How can I do ? or any alternate solution for the same,  let me know.
