Role segregation among dba's

Hi All,
what is the best method to segregate roles among DBA's (junior dba's & seniors), so that the less experienced dba's will not be able to perform shutdown or database/listener, but be able to carry out day to day tasks like creating users, killing sessions, creating tablespaces, resizing datafiles etc.,

can we use OPS$ for this purpose?
