EBS password change

I am very new to EBS. I understand that in EBS to change application password, one can never use the alter user command in database level, but have to use the fndcpass utility in order to change that. My question is the sys and system password to login to the database. Do I need to use fndcpass to change those passwords as well, or can I  change these two with the alter user command in database? Please advice. Thanks.
