Enterprise Manager 12c (BP1) agent deployment fails with "Creation of directory ... on host ... Fail

Hello, All,
When attempting to deploy an agent to an unmanaged Linux host via EM 12c using the Add Host Manually process, the deployment breaks with the following error during the Initialization Phase:

"Creation of directory /path/to/agent/home on host dbhost.world Failed"

Reviewing the OMS log seems to indicate that at first the directory can be created and even written to but then is deleted, wherein the deployment attempts an 'ls -l' against the directory path but fails.

Has anyone ever seen this?
