Duplex report layout issue

Report Builder 10.1.2.3.0  running on Application server 11g

I have a very detailed report which prints on 8 1/2 x 11 double-sided.

The layout for the front side of the page resides in the first panel of two horizontal panels set for the main section and is variable in size. The back side of the page resides on the second panel and has a fixed size.

The problem is the layout for the front side of the page. It is a report that is always evolving sometimes fields are removed but more often new groups or sets of groups are added. C
