Opportunity Sales Stage

I would like to have a field validation rule such that if the Sales Stage = 'Response', then the users cannot change the Sales Stage to 'No Bid' or 'Qualified'. If they want then the Sales Stage can be modified to some other value apart from 'No Bid' or 'Qualified'.
Please let me know how to configure this.
