Service Contracts Order Processing Program - ignoring several Service Lines - no errors, just not pr

It appears we have a situation where some (presumably random) Service Lines are being ignored by the Service Contracts Order Processing Program. The odd thing is that I can query the OEs in the Reprocess Order form - they show up "New", even when they are several days old (creation_date < sysdate) and I can successfully submit them through the form without performing any corrective actions. However, running the Service Contracts Order Processing Program with Selected or All does NOT have any affect on these "ignored/stuck" records.
