FV error applying patch Payables Recommended Patch Collection (13563472.R12.AP.B R12.1)

We are getting an FV sequence error when applying patch 13563472.R12.AP.B R12.1.  We are not a US Federal customer and do not have FV installed.  Note 1389242.1 contains conflicting statements on how to resolve this.  Please advise if we can ignore this error or if we need to install the prereq patches 9000001:R12.FV.A or 9000001:R12.FV.B.
